Paint.NET 3.5.2
Paint.NET is one of the best photo editing and manipulation software for Windows, similar to Adobe’s Photoshop but completely free, although it was meant to be just a replacement for the classic and outdated MS Paint, that comes with Windows. Thus, Paint.NET has many features that only expensive applications have, including the ability to use layers and an interface more friendly than Gimp’s.
For installation, it requires Microsoft .NET Framework 2.0 libraries.
